Manually controlled variable attenuators are passive devices that require no external power source to operate.  The majority of the JFW models offered by Nichecom have rotary knobs for manual control. Just turn the knob(s) to set the desired attenuation.

Manual attenuators with pushbutton, rocker, or toggle switches as the manual controls are also available.
